The City of Napa is using American Rescue Plan (ARPA) funding to assist professional landscapers in transitioning from a gas-powered leaf blowers to commercial-grade battery-powered leaf blowers, meeting environmental mandates set by the State of California.
This program is exclusively for businesses operating in the City of Napa who purchase new leaf blower equipment in accordance with the rebate requirements.
You can increase your savings with additional state incentives through the CORE Voucher Program available at Napa Power Equipment, Horizon Distributors, and Aloha Saw and Mower.
Program Details: Rebate Requirements
Who qualifies for a rebate?
You must be a landscape/gardening professional and meet ALL of these criteria:
- You have a current business license with the City of Napa
- Your business/services were impacted by COVID-19 pandemic
- You have already made a purchase of an approved leaf blower* and have a receipt to verify the purchase
* An approved leaf blower is a new, commercial grade battery-powered leaf blower. You must have a valid receipt dated on or after November 1, 2022 to verify the purchase.
When does the rebate end?
When funds run out.
How much is the rebate?
Up to $1,000 toward the purchase of new, commercial grade battery-powered leaf blowers. (e.g. if you spend $750 then you are only eligible for $750; if you spend $1,500, you are eligible for $1,000).
Can I receive more than one rebate?
No, only one rebate per business.
What purchases are eligible?
The rebate is ONLY for new, commercial grade battery-powered leaf blowers. The purchase must be made any time ON OR AFTER November 1, 2022.
Receiving a rebate is dependent on fund availability.
How do I apply?
You can apply starting June 19, 2023.
You must have already made the purchase and have a receipt to submit with your application. Apply using the application form.

This rebate program is also leveraging funding provided by the state through the Clean Off-Road Equipment Voucher Incentive Project (CORE), allowing Napa’s small landscaping service businesses to transition to non-polluting equipment at a very low cost.
